Il centro-sinistra pavese e il quadro politico : qualche riflessione

  • Tra le prime esperienze messe in atto a livello nazionale, la formula politica di centrosinistra ha costituito per ben tredici anni (19601973) il quadro di riferimento politicoistituzionale per Pavia e per l'Amministrazione provinciale. Il saggio propone una prima riflessione su un'esperienza, certamente inedita per i tempi. Ripercorrerne la storia, sia pure ancora nelle sue linee generali, significa individuarne le specificità riconducibili alla sua difficile gestazione; ricostruirne le fasi del dibattito più vivace e dello sforzo propositivo messo in atto, almeno parzialmente, in una prima fase; mettere a fuoco la "mutazione genetica" successiva alle elezioni amministrative del novembre del 1964, e, poi, il timido, ma inutile tentativo di rilancio dei primi anni Settanta, anche sulla spinta dei movimenti sociali nel frattempo scesi in campo.
  • Ma ripercorrerne la storia vuol dire anche, al di là della fragilità e delle contraddizioni del quadro politico, saper cogliere, in tempi di grandi passioni individuali e collettive, il profilo di una città attraversata da una crescita economica e demografica straordinaria.   • Among the first experiences implemented at the national level, the centerleft political formula constituted the politicalinstitutional reference framework for Pavia and the provincial administration for thirteen years (19601973). The essay offers a first reflection on an experience, certainly unprecedented for the times. Tracing its history, albeit still in its general lines, means identifying its specificities attributable to its difficult gestation; to reconstruct the phases of the most lively debate and of the proactive effort put in place, at least partially, in the first phase; focus on the "genetic mutation" following the administrative elections in November 1964, and then the timid, but useless attempt to revive the early 1970s, also driven by the social movements that have taken the field in the meantime.
  • But retracing its history also means, beyond the fragility and contradictions of the political framework, knowing how to grasp, in times of great individual and collective passions, the profile of a city crossed by extraordinary economic and demographic growth. [Publisher's text].
