- The cultural sector shows to withstand the general slowdown of the economic growth, especially if we consider the demand and the participation of the people. Cities and landscapes, once they understand the importance of these trends and are able to govern them in a global strategy, may overcome the crisis and put the basis for a new development of their economic system, especially in the touristic field. In this framework, the PPP (Public Private Partnership) may work as a flywheel, provided that the risks are shared between the public administration and the private entrepreneur in accordance with the basic principles: fairness for the public administration and rule of law for the private entrepreneur.
