Finanziarizzazione delle trasformazioni urbane : attori, strumenti, pratiche nei grandi progetti delle città italiane

Una svolta infrastrutturale globale attraversa gli studi sulla città . Un consenso generale che equipara le infrastrutture allo sviluppo sociale ed economico determina un significativo aumento negli investimenti richiesti per infrastrutture della circolazione come reti elettriche, oleodotti, sistemi fognari, o ferrovie. Se l'infrastrutturazione di un territorio era in epoca moderna dominata dalla spesa pubblica, l'affermarsi di regimi neoliberisti ha caratterizzato una radicale trasformazione delle forme di finanziamento infrastrutturale, nel segno della privatizzazione e della finanziarizzazione. Questo articolo si pone l'obiettivo di offrire una mappatura concettuale per leggere questi processi, illustrando le ragioni fondanti, gli attori e gli strumenti della finanziarizzazione delle infrastrutture urbane e di considerare, alla luce dei temi emergenti nella letteratura internazionale, alcune future linee di ricerca sul territorio italiano. A global infrastructure turn affects the field of urban studies. A general consensus that correlates infrastructures to social and economic development determines a significant increase in investments required for circulation infrastructures such as electricity grids, pipelines, sewage systems, or railways. If infrastructuring a territory was dominated by public spending in the modern era, the emergence of neoliberal regimes has characterized a radical transformation of the forms of infrastructure financing, in the name of privatization and financialization. This article aims to offer a conceptual mapping to read these processes, interrogating the reasons, the actors and the tools of the financialization of urban infrastructure and to consider, in light of emerging themes in the international debate, some future lines of research on the Italian territory.
