La "fabrique" économique de l'étranger en temps de guerres et de révolutions (1820-1918) : introduction

L'autrice sostiene che la condizione dello "straniero" nel XIX secolo non può essere compresa soltanto in termini politici o giuridici, ma va analizzata nella sua stretta connessione con le dinamiche economiche e patrimoniali. Attraverso il confronto tra l'esperienza francese e le legislazioni degli Stati italiani della Restaurazione, il saggio mostra come le misure di sequestro e confisca dei beni, applicate agli esiliati o agli oppositori politici, abbiano contribuito a costruire una "fabbrica economica dell'estraneo". L'esclusione dal corpo politico non derivava soltanto da un atto di repressione politica, ma si concretizzava nella perdita di proprietà, redditi e diritti successori, compromettendo così l'appartenenza stessa alla comunità. The author argues that the condition of the "foreigner" in the nineteenth century cannot be understood solely in political or legal terms but must be examined in its close connection with economic and property related dynamics. By comparing the French revolutionary experience with the legislation of the Italian Restoration States, the essay shows how measures of sequestration and seizure of property applied to exiles or political opponents and contributed to building an "economic fabrication of the foreigner." Exclusion from the political body was not only the result of political repression but materialized in the loss of property, income, and inheritance rights, thereby undermining one's very membership of the community. The article also highlights the ambivalent nature of these practices, oscillating between legacies of the Ancien Régime and new liberal conceptions of citizenship and property. [Publisher's text]
