Tra un mondo e l'altro : minori non accompagnati e tutela volontaria

  • Negli ultimi anni in Italia viene formalizzata la figura di tutore volontario per minori non accompagnati (Legge n. 47/2017). Si tratta di una figura al confine tra attività volontaria e attività istituzionale, tra ruolo formale e informale, senza un modello di comportamento ancora ben definito e regolamentato. Il tutore non è un genitore adottivo o affidatario, tuttavia, essendo tenuto ad occuparsi del benessere materiale ed emotivo del minore, deve stabilire con lui un rapporto definito come genitorialità sociale, aiutandolo a interiorizzare norme e comportamenti del contesto di arrivo.
  • Ciò in sociologia è noto come processo di socializzazione, e nella sua forma primaria è in genere gestito dalla famiglia di appartenenza. L'articolo si interroga sul ruolo dei tutori volontari nella transizione dei minori soli da un universo sociale all'altro, da una socializzazione all'altra, sul concetto di genitore sociale e sulle reti che supportano questo ruolo a livello istituzionale, professionale e di società civile.   • In recent years, the figure of voluntary guardian for unaccompanied minors has been formalized in Italy (Law No. 47/2017). It is a figure on the borderline between voluntary activity and institutional activity, between formal and informal role, without a well-defined and regulated behavior model. The guardi-an is not an adoptive or custodial parent, however, being required to take care of the material and emotional wellbeing of the minor, he must establish a relationship with him defined as social parenting, helping him to internalize the norms and behaviours of the context of arrival.
  • This is known in sociology as the socialization process, and in its primary form it is usually managed by the family one belongs to. The article questions the role of voluntary guardians in the transition of unaccompanied minors from one social universe to another, from one socialization to another, the concept of social parenting and the networks that support this role at an institutional, professional and social level.
