  • This paper has been processed within a more general working hypothesis related to the analysis of the extraordinary measures developed by Italian liberal State during specific situations, such as criminal phenomena, political dissent, or social unrests, that very often used violence as a tool. For the historical phase we examine, the unconventional use of Decree-Laws and state of siege, produced a sort of "public order penal policy", founded on typing some crimes and criminalizing those who commit them. This pattern basically entered inside the Italian legal system and the government' praxis. [Publisher's text].
