Even if there are many aspects of restorative justice upon which there is a almost unanimous agreement, other issues remain controversial and subject to different interpretations. Commentators agree on the beginning of this new approach, but not on the reasons underlying its origins and development; there is an agreement as to what a restorative justice programme has to provide for, but not on its exhaustive and complete definition. Apart from emphasising the complexity of the topic and the variety of application possibilities, this lack of agreement underlines its fragmentation. The different fragments wait for being reassembled.
