In this article we will analyze the development of local organizations and public policy towards the villas from 1956 to 1983. In this historical journey we will recover, on one hand, the deployment of the territorial activism in the villas as a specific form of political action of the relative surplus population and on the other, the treatment the villas had as an object of public policy, accounting for the differentiation process in the way the workforce reproduction took place within the framework of the transformations of Argentine capitalism.
