Il Programma Innovativo per la Qualità dell'Abitare (PINQuA)

Il servizio intende stimolare una riflessione sulla recente sperimentazione dei Programmi Innovativi per la Qualità dell'Abitare (PINQuA); si apre con la ricostruzione dell'evoluzione, a partire dall'avvio della stagione dei programmi complessi, del quadro delle politiche e degli strumenti sperimentati con riferimento alle questioni dell'abitare e della rigenerazione delle marginalità urbane, provando altresì a esplorare inerzie, apprendimenti e innovazioni insite nella più recente sperimentazione dei PINQuA. Ricostruita la geografia italiana dei PINQuA, il servizio approfondisce i punti di forza e di criticità dell'iniziativa a partire dall'osservazione 'concreta' di alcuni casi particolarmente significativi. This section is intended to stimulate reflection on the implementation, in Italy, of the Innovative Program for the Quality of Living (PINQuA). It starts with the analysis of the evolution from the beginning of the season, in Italy, of the so called complex programs of the different policies and tools that have been adopted so far to tackle housing issues and foster urban regeneration. It also explores inertia, institutional learning, and innovations of the most recent PINQuA experimentation. Having traced an outline of the geography of PINQuA, the section analyses the strengths and the critical points of the initiative, through an in depth observation of some particularly significant cases.
