This article goes through the process that led to the definition of an interna- tional human rights regime. It especially focuses attention on the extensive debates that concerned the reform of the League of Nations' minority protection system between the two world wars. These debates involved international institutions, as well as non-governmental organizations and academia. The author aims to analyze the transition from this system, which failed to halt Nazi persecutions, to the adoption of the international human rights regime and the 1948 Convention.
