Sull'indipendenza delle Banche Centrali : un gioco di specchi?

  • Il contributo indaga i fondamenti teorici e storici dell'indipendenza delle banche centrali, guardando alle diverse esperienze nordamericana ed europea. Ripercorrendo le tappe del processo storico che ha condotto alla teorizzazione dell'indipendenza delle Banche centrali europee, l'Autore dimostra come tale indipendenza, benché modellata sulla base di quella della Federal Reserve nordamericana, persegua - sostenuta dall'apparato teorico delle dottrine economiche ordoliberiste - l'esclusivo fine della stabilità dei prezzi, secondo il modello della Bundesbank tedesca. Una costruzione che appare del tutto congeniale al modello economico tedesco, ma che si scontra con l'assunto per cui ordine e stabilità - nel caso di specie, dell'area europea - dipendono da un insieme di concause ben più ampio della sola stabilità monetaria.   • The contribution investigates the theoretical and historical fundamentals of the independence of central banks, examining the different experiences of North-America and Europe. After reconstructing the historical process that had led to theorization of the independence of the European central banks, the Author argues that this independent position, even if it is shaped on the basis of the Federal Reserve Bank model, pursues nevertheless the maintenance of price stability, in accordance with the German Bundesbank paradigm. This theory, which has been justified by the principles of ordoliberalism, appears to be beneficial for the German economic interests, but grossly inadequate to ensure stability and wealth to Eurozone.
