Minoranze e opposizioni in un Parlamento marginalizzato

  • L'articolo studia il ruolo delle opposizioni e delle minoranze parlamentari alla luce delle trasformazioni in atto nella forma di governo italiana. A partire dalla stagione della Seconda Repubblica il saldarsi dell'asse tra Governo e maggioranza parlamentare ha progressivamente ridotto i margini per la partecipazione delle opposizioni e delle minoranze alla determinazione dell'indirizzo politico. La fine del bipolarismo e il ritorno a un sistema elettorale prevalentemente proporzionale sembrano avere aggravato anziché attenuare, le distorsioni in atto. L'articolo si interroga sui possibili rimedi, che potrebbero essere, alternativamente, la riaffermazione della centralità del Parlamento, ovvero l'introduzione di adeguati strumenti di tutela per le minoranze e le opposizioni parlamentari.   • The article studies the role of the parliamentary minorities and oppositions in the light of the transformations that are currently underway in the Italian form of government. Since the advent of the Second Republic, the strengthening of the axis between Government and parliamentary majority has gradually eroded the margins for the participation of oppositions and minorities in the choices regarding the common good. The end of the bipolar coalition system and the return to a mainly proportional election law seem to have worsened the current issues. The article focuses on the possible remedies, which could be, alternatively, the reaffirmation of the centrality of Parliament, or the implementation of adequate instruments for the protection of parliamentary minorities and oppositions.
