  • Il reddito minimo garantito è una pietra miliare del modello sociale europeo e consiste nell'erogazione ad intervalli regolari di un sostegno pari al "minimo vitale" per consentire ai beneficiari di condurre una vita dignitosa. Esso è un diritto sancito implicitamente all'art. 34, paragrafo 3 della Carta dei diritti fondamentali dell'Unione e si estrinseca in differenti schemi attuativi predisposti dagli Stati membri dell'UE. Pur dimostrandosi uno strumento utile, nel difficile contesto della crisi economica il reddito minimo ha palesato una certa inadeguatezza nel contrastare efficacemente il fenomeno della povertà.
  • Il presente contributo esamina, da un lato, le dinamiche in atto a livello dell'Unione, indagando l'attuale sistema europeo di lotta alla povertà e all'esclusione sociale e le recenti proposte in discussione, quali ad esempio il contributo del Pilastro europeo dei diritti sociali; dall'altro, approfondisce gli elementi di criticità degli schemi di reddito minimo negli Stati membri.   • The guaranteed minimum income is a milestone of the European social model. It consists in the disbursement to regular intervals of a support equal to the "minimum subsistence figure" to allow beneficiary citizens to conduct a dignified life. It is a right implicitly set forth to art. 34, paragraph three of the EU Charter of the fundamental rights, which becomes manifest in different implementation schemes prepared by the EU Member States. During the economic crisis, the guaranteed minimum income has revealed some inadequacy in effectively counter of poverty. On the one hand, this paper examines the current dynamics in the European Union. Precisely, it investigates the actual EU system of fight to the social exclusion and the recent proposals in discussion: for instance, the contribution of the European Pillar of the social rights. On the other hand, the paper studies the critical elements of the guaranteed minimum income schemes of the Member States. [Publishers' text].
