  • L'articolo si occupa dello spazio limitato riconosciuto al turismo nella programmazione finanziaria dell'Unione europea per il periodo 2014-2020, in particolare in rapporto alle opportunità per i privati. Ci si propone dapprima di approfondire il problema individuato, esplorandone alcune possibili cause e avanzando i motivi per cui tale problema non dovrebbe sussistere in simili proporzioni; quindi, l'idea è di cercare di prospettare ipotetici temperamenti, giustificabili sia attraverso il supporto di norme di diritto dell'Unione europea sia attraverso riscontri pratici ricavabili seguendo i finanziamenti erogati dall'Unione fino a questo momento. In particolare, ci si soffermerà sui profili di trasversalità del turismo, nonché del turismo associato all'ambiente, con un'enfasi più spiccata sul cosiddetto «turismo sostenibile», nella speranza di offrire spunti utili ad attenuare il problema alla base dell'articolo.   • The article deals with the limited position held by the tourism within the 2014-2020 EU financial programming, especially in relation to the opportunities for members of the general public. The aim is to look into the matter first, by exploring some of its possible causes and by specifying the reasons why said problem should not have been produced to this extent; then, the idea is to try to envisage ways, if any, to mitigate the problem, provided that they be justifiable through the support of EU norms and the practice concerning the funding issued by the EU so far. In particular, the attention will be directed to the transverse nature characterizing the tourism as such and, more specifically, the tourism where associated to the environment, with a major emphasis on the so called «sustainable tourism», in the hope to offer useful suggestions to contribute to softening the core problem behind the article.
