Labour's burden of the epidemic COVID-19 and internal migrant workers : the case of India

  • The COVID19 crisis in India produced severe disruptions in labour's life and process, while it offered the rulers an opportunity to push further the neoliberal reforms. In this context, questions of economy became a matter of life for millions of petty producers, informal labour including migrant labour, peasants, and other sections of society. The metamorphosis of economic questions into biopolitical issues had been never as evident as it was in the time of the pandemic. In the all round atmosphere of neoliberalism where the state had retreated from public education and public health, the priority for migrant workers was found to be absent. In this background the question of justice emerged as the backbone of rights. Indeed, one may ask: Will a rightsbased approach to defend the existing entitlements of workers be enough? Or is there now an overwhelming need to centrally situate the issue of informal workers, of whom a significant section belongs to migrant population? [Publisher's text].
  • In India, la crisi causata dalla pandemia di COVID19 ha prodotto effetti devastanti sui lavoratori, offrendo alle autorità di governo l'occasione di accelerare un processo di riforme di stampo neoliberale. In questo contesto, il nesso tra scelte economiche, biopolitica e condizioni di vita di milioni di microproduttori e lavoratori informali, tra cui molti migranti interni, è apparso più forte ed evidente che mai. La specificità della condizione dei migranti è stata completamente trascurata, com'era d'altra parte già avvenuto anche in precedenti fasi di un lungo processo di riduzione del ruolo pubblico, in particolare in ambito educativo e sanitario. In questo quadro, la questione dei diritti è emersa come centrale. Ma ci si può chiedere se un approccio imperniato sulla difesa dei diritti dei lavoratori sia sufficiente; o se sia necessario affrontare in maniera più radicale la questione del lavoro informale, di cui una fetta importante è svolta da migranti.
